ACT-IAC "Talent as a Service" White Paper with North Highland

Dave Potts, a North Highland Principal, recently led and co-authored a new Public Sector white paper in partnership with the American Council for Technology-Industry Advisory Council (ACT-IAC), a nonprofit organization focused on improving the United States Government’s effectiveness through technological innovation, providing a dynamic forum for industry and government leaders to collaborate and exchange ideas. This paper, “Talent as a Service (TaaS): Reimagining How the Federal Government Sources, Recruits, and Onboards Talent,” identifies and promotes concepts around pro-active sourcing, talent pools, communities of interest, process, policy and infrastructure. These are all integrated and designed with the goal of improving the federal hiring process, reducing vacancies, developing mission-critical skills and improving the candidate experience.

In developing the piece, Dave spent the past year leading a group of federal and industry leaders focused on reimagining hiring and development in the federal government. This paper specifically highlights an approach to more effective recruiting and onboarding strategies for federal organizations, and it offers insight into building future-ready workforces that are equipped with the key knowledge and skills needed to serve the growing U.S. population.
