North Highland will be participating in the annual Medicaid Enterprise Systems Conference (MESC) on August 14 & 15 in Portland, OR.

Rick Zelznak, North Highland’s Global Health and Human Services Lead, will moderate panel 1-01: Strategic Planning for Successful Modular MMIS Implementation on August 14 at 9:15 a.m. The session will focus on how the Commonwealth of Pennsylvania is replacing its legacy monolithic Medicaid Management Information System (MMIS). The panel will detail the new MMIS 2020 platform, including the development and implementation of the group’s strategic plan over the course of 2018 and beyond.

On August 14 at 4 p.m., Rick Zelznak and Nancy Bass, Expert Practitioner, will participate in session 1-10: Sidestepping Chaos – Georgia’s Approach to Planning for the Future Medicaid Enterprise. Joined by speakers from the Georgia Department of Community Health (DCH), Georgia Technology Authority and Blue Tack Consulting, this discussion will highlight Georgia’s multi-phase strategic planning process for the DCH’s recently completed Medicaid Enterprise System Transformation (MEST) strategic plan. This session will also introduce Georgia’s collaborative systems integration planning approach, which calls upon the know-how and innovative thinking of DCH’s Office of Information Technology, the Georgia Technology Authority and the Georgia Tech Research Institute to design an integration platform to support the state’s transformation to a modular MMIS. The panelists will discuss the methods used by the team to define roles and responsibilities, address governance challenges, develop implementation and operating models and evaluate existing state assets for reuse in the integration platform and future MMIS.

On August 15 at 8 a.m., Kerry Bass, Public Sector Expert Practitioner, will participate in session 5-08: Roadmap to EVV: Lessons from Connecticut’s Early Adoption through Georgia’s Stakeholder Engagement and Agile Procurement. The session will highlight how the 21st Century Cures Act’s mandate for Electronic Visit Verification (EVV) presents challenges to every state to procure and implement an EVV system that meets their unique needs. Connecticut Department of Social Services, working with DXC and Sandata, is an early adopter of EVV, and over the past three years has gained valuable insight into the process. As awareness of EVV has increased, capturing personal information coupled with privacy and information security concerns have created resistance to EVV. The Georgia Department of Community Health and North Highland are emphasizing Stakeholder Engagement through Organizational Change Management (OCM) services along with an agile procurement to ensure the best EVV system for Georgians is selected. The presentation will chronicle the evolution of Connecticut’s system from a single-vendor solution to an open-vendor billing model leveraging providers’ technology investments. Additionally, Georgia will share how their “Nothing about us without us,” strategy through a flexible OCM methodology is being used to engage stakeholders and enlist them in helping to ensure the smooth deployment and adoption of EVV. This stakeholder involvement extends into informing an agile procurement process combining an RFI and RFP.

On August 15 at 9:45 a.m., Scott McGinnis, Principal Healthcare Strategy Consultant, and Tina Worley, Florida Government Health and Human Services Client Lead, will participate in session 5-09: Changing the Game: Medicaid Enterprise System (MES) Transformation Success Requires Training Transformation. This session will introduce improved methods of instructional design and learning to address education and change management components when undertaking a successful MES Transformation to ensure that an agency is fully engaged with the new system. The panelists will also discuss the new Florida curriculum, which successfully integrates strategic training for Medicaid agencies, ensuring executives as well as key staff will be able to better understand and participate in the MES Transformation to ensure a successful outcome.
